In order to install WindowBuilder on Eclipse let’s click on Help -> Eclipse Marketplace…, type “windowbuilder” into “Find:” field and press Enter.
Then press the Install button and follow the wizard until it asks to restart Eclipse.

I just tried with a brand new Eclipse RCP/RAP 2019-12 using the Marketplace as in the original post: installation ended successfully and also had no problem in editing an SWT View.
We always used it for editing SWT parts, never for Swing.
